A leading national public health authority in the Middle East launched a country-wide initiative to support health information exchange. Within this broader ecosystem, it established a national health insurance platform focused specifically on health insurance operations.

The platform was designed to bring health insurance providers, public and private hospitals, clinics, pharmacies, and other healthcare stakeholders under a more unified national framework, supporting greater uniformity, regulatory oversight, and fairness across insurance-related healthcare processes.

The Challenge

The public health authority required a secure, highly available cloud environment to support its national health insurance platform while aligning with the country’s stringent security, cybersecurity, personal-data-protection, and compliance requirements.

The environment had to support Oracle Health Insurance, Oracle Database, Oracle Middleware, Oracle Security, and several associated applications. Since the platform handled protected health information, it also required strong database-protection controls, healthcare-data interoperability, infrastructure and application monitoring, high availability, disaster recovery, and ongoing operational support.

The Solution

Cloud4C designed, implemented, secured, and managed the Microsoft Azure infrastructure supporting the national health insurance platform. The team deployed Oracle Health Insurance, Oracle Database, Oracle Middleware, Oracle Security, and supporting applications on Azure, using IaaS and selected PaaS services, including Azure API Management. Cloud4C implemented Oracle Database Vault, Transparent Data Encryption, and data masking to protect sensitive information, while diagnostic capabilities supported database monitoring and operational management. The environment was aligned with HL7 FHIR standards, with infrastructure and application monitoring, high availability, disaster recovery using Azure availability zones, and 24x7 operations across IaaS and PaaS services within the cloud environment.
